The Infrastructure Condition Index (ICI™) scores the real condition of every building system in a building, from 0 to 100. It is the same score operators work from inside the registry. Made public, it is a plain read on where a building is losing carbon, energy, and parts, and where fixing it does the most good.
Burned, not budgeted
A system running below condition burns more fuel and power than it should to do the same work. The index surfaces the worst emitters in a portfolio, so replacement and electrification go where they cut the most carbon first.
Efficiency drifts before it fails
Equipment rarely holds the efficiency on its label. It drifts down for years before anything breaks. A falling index flags that drift while there is still energy, and money, left to save.
Scrapped with life left
Reactive replacement throws out parts that still had years in them and installs new ones early. Condition based timing keeps equipment in service for its full life, which is the lowest carbon outcome of all.

Mechanical plant decays and can be measured decaying. The building envelope does not. Insulation, air sealing and glazing sit there doing exactly what they did on the day they went in, while the standard they were built to recedes further behind them every code cycle. That gap is not deterioration. It is obsolescence against a standard, and it is a different measurement.
It is also the one that decides how hard the heating plant works in a deep freeze and whether a building stays habitable in a heat wave. Retrofit programmes fund exactly this, and then have almost no way to see what the money bought without commissioning a survey to go and find out.
